Planning Director Laurie Whitten said the plan for Higgins Park came about when town officials were talking about how to accommodate people parking when there are events on the town green. "We then had conversations about removing parking spaces to add green spaces." "The original goal was to maximize parking for Enfield Express and Town Hall," he said. The plan calls for an allay of trees to be planted around a brick-paved plaza beside the former Higgins School property which, now that the building is no longer there, is green space, Hammer said. The plan calls for putting in more trees than will be taken out, and many being removed are no longer healthy, he said. The Planning and Zoning Commission recently approved the town's site plan for the improvements in a 6-1 vote.
